History: Shikataru was originally from the Fire Country but moved away with his Family that stopped in lived in the Wind Country but later moved back to the Fire Country.They where killed by on a failed Assault Mission in the The Water Country .Shikataru was a very gifted shinobi and and genius among geniuses he mastered his Clans jutsu from a early age and even created his own .He quickly passed the Chunin Exam and then Became a Jounin a few years later .He then became a Elite ANBU .During the Chunin Exam he fought the future Leaf ANBU : Minato they became rivals and good friends.Shikataru is often very lazy for a Elite ANBU he usually doesn't like going on missions but does so when they requires his expertise. Shikataru left the Village on a mission in the Hidden Mist and was never seen or heard from again until his reappearance as a missing nin

Personality:Shikataru is a highly unenthusiastic person, and attempts to go through life with minimum effort. In his free time, he takes naps, watches clouds, and plays strategy games such as shogi and go. When put into a situation where he needs to exert effort, he attempts to try to find a way to avoid it; for instance, he will forfeit battles or pretend to be preoccupied In the instances where he can not avoid these situations, Shikataru tends to remark "how troublesome" .Another part of his unenthusiastic is his dislike for bossy women, referring to them as "a pain".Despite this perception, he has expressed an interest in marriage and raising a family with a son and daughter.Contrary to his lazy tendencies, Shikataru is extremely intelligent it has been determined that he has a IQ of over 200.

Therefore, the two can throw shuriken at each other at the same time if the user desires that.

In addition, the closer the user is to their opponent, the tighter the strangle will become.

Kage Bunshin is a Jounin level Ninjutsu technique. When Naruto stole the scroll of seals, he learned this technique as well. The normal Bunshin technique creates a copy of the ninja that lacks any substance. The Kage Bunshin distributes the ninja's chakra evenly among the clones and creates a real copy with form and substance. The clone itself can also utilize any jutsu the original ninja knows. When the clone finally disperses, any new knowledge it has gained is passed back to the original ninja and any additional clones. This makes Kage Bunshin an excellent training method if the ninja has the chakra capacity and stamina to maintain the Kage Bunshins for an extended period of time. Here he trained with his Shadow Art's and made it much stronger. When Shikataru got out he could command Shadow's with total control or resistance and can now even create shadow's.

This one is a bit iffy. And I can see the other Admins going against it too.

~For your Shadow Ball jutsu i dont about this one since the nara clan has yet to be seen able to blow up their shadows in the show, so this will be kinda adding another ability to an already existing clan.

Description: Katto Kage Tatsumaki no Jutsu is a jutsu Shikataru created from mixing Wind Chakra using the Wind Blade concept and mixing it with Shadow Dome's Shadow Chakra and Yang Chakra. Shikataru will create a Twister made of Shadow Chakra that has the cutting capabilities of wind blade except on a much larger scale. The Wind seems to be able to manipulated by Shikataru's hand movements for it is shown to expand when he extendeds his arms and seem to contract when he brings them closer togeather. The jutsu begin's around Shikataru cutting him, then moves on depending on his hand and arm movements. This jutsu was made on the go so it is not refined and weakness's are not known besides the fact it hurts Shikataru before the enemy and it requires a very large amount of Chakra. It does not seem to have any defensive capabilities it also seems to cut everything showing that this jutsu isn't very managable.
